Few AI features have spread as fast as automatic meeting summaries. They replace note-taking, make decisions findable and help everyone who was not there. German companies add a question that is asked less often elsewhere: may the tool run at all?
The mood in the team
The 2026 Microsoft Work Trend Index describes a workforce under pressure. 65 % of AI usersU fear falling behind if they do not use AI. Yet only 13 %U are rewarded for experimenting with it. According to one summary of the study, 86 %U treat AI output as a starting point rather than a finished product. For meeting minutes, that is the right attitude: the minutes are a draft until the owners confirm them.
What German labour law says
On 16 January 2024, the Hamburg Labour Court ruled (24 BVGa 1/24) that allowing employees to use private ChatGPT accounts does not require works council approval. Meeting tools are different. If the employer introduces transcription itself, the tool can be used to monitor performance and behaviour. Most law firms then see co-determination under Section 87(1) No. 6 of the Works Constitution Act. The Hamburg ruling was an interim proceeding; there is no supreme court decision yet.
In practice: no company-wide rollout without a works agreement. With a good agreement, things often move faster than expected.
The workflow
- 01AIDraft agenda from last minutes and open tasks
- 02DataRecording announced, consent given
- 03AITranscript and action minutes
- 04PersonOwners confirm tasks and dates
- 05DataTasks into the project tool
- 06ResultDelete transcript after the agreed period
Create action minutes from the transcript in three parts: 1. decisions (what exactly, who decided), 2. tasks with owner and due date, 3. open questions. Do not summarise the discussion. Mark every task without a name or date with [clarify].
Limits and risks
- Consent: Everyone must know the meeting is recorded, including external guests.
- Wrong attribution: Transcripts mix up speakers. Tasks count only after confirmation.
- Exceptions: Personnel talks, works council meetings and confidential sessions are not recorded.
- Retention: Decide when recordings and transcripts are deleted, and enforce it technically.
How to start
- Talk to the works council before you test a tool, not after.
- Settle purpose, exceptions, retention and the exclusion of performance evaluation in a works agreement.
- Start with internal project meetings of one team.
- Measure how many tasks from meetings actually end up in the project tool.
